SPOT and DMS Puglia: reporting tourist flows
Updated 14.09.2026
Alongside the Questura there is a second report, and almost nobody finds it on their own: tourist flows. Every arrival is recorded in the Puglia region's SPOT system, inside the DMS portal. No names are needed: what is needed is how many people, where they come from, when they arrive and when they leave. It is a compulsory ISTAT statistical survey, and this is how Puglia collects it.

Who has to report flows
Every accommodation business in Puglia, hotels and non-hotels alike, and tourist lets too. Size does not matter, whether you rent a villa or a room does not matter, the platform you advertise on does not matter: the duty comes from regional law 49/2017 and applies to whoever hosts, not to whoever sells.
The system is called SPOT — Sistema Puglia per l'Osservatorio Turistico — and lives inside the DMS, Puglia's single tourism portal run by ARET Pugliapromozione.
Registering with the DMS and getting the CIS
Before you can transmit anything you have to exist in the regional system. Two things have to happen, in order.
The first is not regional but municipal: registering with the DMS presupposes that the procedure at your municipality's SUAP has already been completed — SCIA or tourist letting notice, depending on the case. Without it, nothing else starts.
- Log in at dms.puglia.it with SPID level 2, CIE or TS-CNS. Old private credentials are no longer allowed, except for foreign operators who cannot obtain SPID.
- In your private area, choose to add your tourist let or your accommodation business.
- Enter the property details: name, address, land registry data, number of rooms and beds, opening periods, references of the municipal procedure.
- Submit the registration.
At the end you receive a confirmation email with the CIS, the property identification code. For a tourist let the code appears immediately on screen, together with the PDF of the notice. For a non-hotel accommodation business it appears after Pugliapromozione validates the first CPS.
The CIS is not the CIN. They are two distinct codes that coexist: the CIS is regional and also the step towards obtaining the national CIN from the Ministry's database. Having one does not exempt you from the other.
If you manage several properties, each must be registered separately and transmission happens property by property. And if the houses are not in your name, the owner can appoint you as a delegate in the DMS using your tax code: you then log in with your own SPID.
Daily movements, transmission by the 10th
SPOT works on two rhythms. Movements — arrivals, departures, presences — are recorded day by day. The month's transmission closes by the 10th of the following month.
If you rent your house as a tourist let, a month with no guests does not have to be reported. Accommodation businesses, on the other hand, also report periods with no movement.
What is actually reported
This is where the most common misunderstanding lies: SPOT does not want names. It wants numbers and origin. How many people arrived, from which country or Italian region, when they came and when they left. It is a statistic, not a security check.
That is why the data you collect for the Questura and the data SPOT needs start from the same people but take a different shape and go to a different recipient.
A closed month does not reopen
A practical warning that costs dearly when ignored: once transmitted, the month closes. You cannot add a forgotten arrival, correct a wrong number or delete a line. What has gone has gone.
So it is worth checking the month's calendar before transmitting, not after. An arrival forgotten on the 3rd can still be entered on the 9th; on the 11th it cannot.
The CPS: the other duty on the same portal
Anyone running an accommodation business has a second annual duty on the same portal: the Communication of Prices and Services, to be filed by 1 October each year for the following year. The prices you may apply are those in the last properly validated CPS.
The price table and the price cards to be displayed in the property are also downloaded from the CPS.
SPOT, Alloggiati Web and the tourist tax
Three different duties, three different authorities, three different penalties. Having done one does not cover you on the others.
| Duty | Who receives it | When |
|---|---|---|
| Alloggiati Web | Questura, public security | within 24 hours of each arrival |
| SPOT | Puglia Region and ISTAT, statistics | by the 10th of the following month |
| Tourist tax | Municipality, local tax | according to municipal rules |
The DMS's own instructions say as much: duties fulfilled through SPOT are for statistical purposes only, and for the tourist tax you must follow the rules of the municipality.
Checks and penalties
Supervision lies with the municipality, through the local police, and it is the municipality that sets and collects the penalty provided for by regional law. Checks are periodic and look back several months: whoever reported nothing at all in the period under review is most at risk.
On the exact amounts it is worth checking your own municipality's rules: the figures given by different sources do not match, and the penalty depends on the kind of failure — no transmission, partial transmission or late transmission.
How Chilloso solves it
You have already entered the guests once, for the Questura. Chilloso reuses that same data and prepares the month's file, ready for SPOT: you find it in your property's documents, in the SPOT Easy folder, under "to send".
What stays with you is logging into the portal with SPID or CIE — the Region asks that of you personally and no software can do it for you — uploading the file and confirming. Two minutes a month instead of an evening spent copying arrivals. And if you would rather not do even that: from the half hosted plan onwards one of our staff takes care of it every month for you.
